Lately the news is not good for Twitter. On Saturday, approximently 1 PM Eastern Time Twitter went offline, with an official announcement stating the company was “actively working” to fix the issue. A few minutes after 2 pm, the company stated the API external applications use will be put offline as part of the recovery process. At approximently 3 pm, twitter appeared to be running normally.
“The first step our operations team must take will likely cause API downtime, especially affecting OAuth. We apologize for the inconvenience and we will work quickly to reduce the impact to the API. We appreciate your patience and I will update you as soon as we know more,” wrote Twitter representative Doug Williams.
It is not known if these recent outages are the result of the Denial of Service attacks of a week ago against a Twitter user which caused massive outages and downtime. It is possible the attack did more damage then previously estimated.
We are going to do a test on Tweet Later, an twitter automation service that is external from Twitter to see if it was effected. The next update is scheduled for 4:05 PM Central Standard Time. We will report the status of this update to see if at least Tweet Later was affected by this outage.

Update: Tweet Later is Functioning Normally. I had no problems at all with all functions. At least for this external app, all is working.
Update: Tweet Later has this statement on their page: Twitter API: The Twitter API is currently slow in responding. Performance of certain functions will be degraded. If the degradation is severe, please check if Twitter has posted any service notice on the Twitter Status blog.
Seems the problem is not 100% resolved.
