Cash for clunkers is a government scam to gain access to your computer

When the cash for clunkers program was implemented, I did not have much opinion on it. I did not give it much thought, and figured it was a way to get old cars scrapped and to get more environmental friendly cars on the road. On those points I did not have a problem, and would have considered using the program if I had an old car that did not run well, and I was in the position to buy a new car. Today I got an e-mail stating the Cash for Clunkers program is in part a scam for the government to gain access to your computer and your files, legally. Something like this does not surprise me, however I decided to watch the video. It features Glenn Beck, from Fox News, discussing the program. Below is the video of Beck discussing the Cash for Clunkers program.

I do have some questions about this video. First, Glenn never gets to show the actual wordings from the cash for clunkers website. A skeptical person can say that Glenn and Fox News are making this up, as we never see the actual text. Now, I could go to the actual site and read it, but I am not willing to go to the site, so they can grab my IP Address. If this is true, that may be all they really want. I am not willing to risk going to the website to see the terms and conditions.

Many people, especially on the Internet, hate Fox News, and anything Republican, Conservative, and Right-Wing. Even though many people may hate Glenn Beck and Fox News, this does concern me greatly. I can see the government doing such a program. If anyone can show me the real terms and conditions from the Cash for Clunkers website, let me know. As of right now, I am inclined to believe this story.
